What Web Highlights is
Highlights in several colors persist on the page and collect in a sidebar and web app with notes, tags, full-text search, and export to Notion, Obsidian, Markdown, and HTML. The privacy policy says AI summaries and chat run through Chrome's built-in AI APIs, and data reaches its servers only when you highlight, annotate, bookmark, or sync.

Permissions and privacy
Page access
The developer's privacy policy says the extension requests access to all URLs so you can create and see highlights on any page you choose, and that its content script shows saved highlights locally. Restricting site access in Chrome to your research sites narrows that reach, at the cost of highlighting elsewhere.
Data notes
The listing names website content. The privacy policy adds two points: highlights and notes go to its servers when you save or sync them, and free Chrome and Edge users get the Give Freely SDK, which checks the domain you are on against a merchant list and reports coupon and checkout events. Premium accounts do not load it.
Pricing
Free core highlighter; paid Premium and Ultimate add cloud sync, with a 7-day trial. Pricing and plan limits change more often than store metadata, so use the linked developer page as the final check before subscribing.
